A | 기후부·한전 '산업용 지역 전기요금제' 설계안 공개4개 광역권으로 우선 분류→총 11곳으로 최종 구분현행 요금 대비 최대 10% 인하…'실효 미미' 지적도 김성환 기후에너지환경부 장관이 지난 8월 3일 정부서울청사에서 기후부 업무보고 관련 사전브리핑을 하고 있다. 사진은 기사 내용과 직접적인 관련이 없음. 연합뉴스정부가 부산 등 원전 소재 지역의 숙원인 지역별 차등 전기요금제(일명 차등요금제)를 사실상 확정했다. 전국을 총 11곳으로 나눠 산업용 전기요금만을 각각 다르게 책정하는 방식이다. 수도권에서 먼 지역일수록 요금 인하 혜택이 커진다. 부산을 비롯해 원전이 밀집한 남부권에서는 1㎾h(킬로와트시)당 최대 18원, 현행 요금 대비 10%가량 인하될 전망이다. 하지만 애초 산업계 요구에 못 미치는 것은 물론 원전 지역의 실질적 혜택이 부족하다는 지적이 나온다.기후에너지환경부(기후부)와 한국전력공사(한전)는 26일 서울 영등포구에 있는 한전 남서울본부에서 공청회를 열고 이런 내용의 ‘산업용 지역 전기요금제’ 설계안을 공개했다. 산업용 지역 전기요금제는 정부가 ‘주택용에 적용하지 않는다’는 점을 명확히 하고자 차등요금제 대신 사용하기로 최근 결정한 공식 명칭이다. 이 제도의 밑그림 성격인 설계안이 공식적으로 제시된 것은 차등요금제 도입의 근거가 담긴 ‘분산에너지 활성화 특별법’ 시행(2024년 6월) 이후 약 2년 만이다.우선 정부는 ▷기본요금 ▷전력량요금 ▷기후환경요금 ▷연료비조정단가 등 4개로 구성된 현행 전기요금 체계에 ‘지역별 조정요금’ 항목을 신설해 산업용 전기요금을 지역별로 각각 다르게 적용하기로 했다. 기후부는 “산업용 전력은 국가 전체 전력 사용량의 절반 이상(2025년 기준 51%)을 차지해 일반 주택과 달리 전기요금 차이를 고려한 기업 입지 선택 및 전력수요 분산 효과를 기대할 수 있다”고 배경을 설명했다.이를 위해 정부는 전국을 ▷경기 용인 등 수도권 남부(1㎾h당 산업용 전기요금 인하 폭 0~1원) ▷인천 포함 수도권 북부(6~10원) ▷강원 포함 중부권(10~15원) ▷남부권(영호남·13~18원) 등 총 4개 광역권으로 분류해 인하 폭을 차등 적용하기로 했다. 특히 정부는 이들 4개 광역권을 다시 4개 안팎 권역으로 각각 나눈 뒤 이를 조합해 궁극적으로 총 11개 지역으로 구분할 계획이다. 제도 적용 대상 지역이 11곳으로 세분화되는 것이다.기후부는 “4개 안팎 권역으로 구분하는 과정에서는 행정안전부의 ‘지방우대지수’(서울과의 거리 등 반영)와 ‘산업위기지역’ 등 산업적인 요소가 적용될 것”이라고 설명했다.이에 따라 원전·재생에너지 등이 상대적으로 많은 남부권, 그 중에서도 원전 밀집 지역인 부산 등에는 최대 인하 폭인 ‘18원’이나 그에 준하는 인하 폭이 적용될 가능성이 제기된다. 18원은 현행 산업용 전기요금 평균 단가(2025년 기준 1㎾h당 181.9원)의 10% 수준이다. 기후부는 “제도 도입에 따른 산업용 요금부담 감소액은 총 2조8000억 원 내외로 추정된다”며 “지역 간 전력수급 불균형 완화는 물론 균형성장 촉진 및 산업경쟁력 제고에 기여할 것으로 기대된다”고 밝혔다. 하지만 ‘실질적 혜택’으로 인식돼 온 주택용 요금은 최종적으로 빠진데다 인하 폭(최대 10%)도 애초 산업계가 요구한 20~30%에 못 미치는 수준이어서 정책 효과를 놓고 의문이 제기된다.기후부와 한전은 공청회에서 나온 의견을 바탕으로 설계안을 조속히 확정하고 근거 고시 및 전기요금약관 개정 등 후속 절차를 신속히 밟아나갈 예정이다. 연내 시행이 목표다.。
While delivering a speech at the Stratbase Institute in Manila, Philippines, on Monday, Colby, the Under Secretary of War for Policy, laid out the US' so-called "flexible realism" approach to the Indo-Pacific, stressing that the US is "definitely not disengaging from Asia" but strengthening its forward posture and seeking to build a "denial defense" along the First Island Chain, according to a transcript of the speech released on the US Department of War website.
At the same time, he called on US allies and partners to step up, invest more in their own defense, and take responsibility for their own sovereign security. "We are looking for partners, not protectorates," Colby claimed.
The claims have drawn attention from some Philippine media outlets, with some linking them to the South China Sea issue. However, the transcript of Colby's speech showed that he did not mention China, the Global Times found.
A Manila Bulletin report noted that after calling on allies to invest more in defense, Colby cited the Philippines as an example of the "kind of partner Washington wants to work with." He praised Manila for "strengthening its military and coast guard capabilities while deepening operational cooperation with the US" amid what the report described as China's "aggression" in the South China Sea.
Colby's visit to Manila marked his first official trip to Southeast Asia as an undersecretary under the Trump administration. He is scheduled to travel from Manila to Jakarta, Indonesia; Bangkok, Thailand; and Phnom Penh, Cambodia, said the report.
Meanwhile, a Manila Standard report interpreted Colby's remarks as showing that "the US is working closely with the Philippines" to strengthen Manila's military capabilities and protect its sovereign rights in the South China Sea, despite the fact that Colby did not mention China in his speech.
The US appears to be adopting a more retrenchment-style approach, shifting from leading directly to relying on regional allies to take the frontline role while providing support. This approach allows Washington to advance its interests while lowering its own costs, Song Zhongping, a Chinese military affairs expert, told the Global Times.
Song noted that Washington seeks to use repeated maritime frictions to tie down Chinese resources, which helps explain Colby's praise for Manila: the Philippines bears part of Washington's strategic burden while receiving largely rhetorical US support.
A South China Morning Post report on Tuesday noted that Colby avoided mentioning the recent disputes over Huangyan Dao, despite Washington having criticized China's establishment of a nature reserve there just two days earlier. The report described the omission as a "measured tone" ahead of a potential meeting between the Chinese and US leaders.
Washington's primary concern is its own interests. At the core of its "Indo-Pacific strategy" is strengthening its alliance network by pushing partners such as the Philippines to shoulder greater security burdens in pursuit of US strategic goals. As US-China diplomatic dynamics evolve, countries serving as Washington's geopolitical spearheads in confrontations with China risk being left behind, said some observers.
Song noted that this also reveals the fragility of the US-Philippine relationship.
The US has encouraged the Philippines to take the front line in confrontations with China while offering mostly rhetorical support. Should tensions escalate, Manila would bear much of the cost on its own, said the expert.
